SPRAY, Ore. (AP) – Landowners around Spray in Eastern Oregon’s Wheeler County say about two-dozen ownerless horses are starving to death this winter. One homeowner tells The Oregonian there could be as many as four dozen horses. She’s been putting out hay, but can’t afford to feed them all. Wheeler County also says it can’t afford to feed so many unwanted horses, but it’s making plans anyway to round them up and track down owners, if possible. These are feral horses that were released or escaped from ranches. They are not wild mustangs.

SALEM, Ore. (AP) – Oregon parents have until Feb. 20 to make sure their children’s immunizations are up to date or they could be excluded from school. The shots are required by law. Schools keep records. Health officials say parents whose children still need shots will be getting a letter warning them of exclusion day.

PORTLAND, Ore. (AP) – A man who had been charged with murder in a 2011 New Year’s Day shooting in Portland pleaded no contest to a manslaughter charge and was sentenced to 11 years in prison. KOIN reports Kevin Moffett shot bar employee Ruben Mata in a fight outside a bar during a downtown New Year’s celebration. Moffett had a concealed weapons permit, and prosecutors say he did not have gang ties.

UNDATED (AP) — Oregon faces a future without Chip Kelly after all. After dramatically opting to stay with the No. 2 Ducks a little more than a week ago, the enigmatic Kelly changed his mind and decided to take an NFL job as head coach of the Philadelphia Eagles. Kelly informed Oregon of his plans yesterday, shortly before the Eagles made it official. Kelly was 46-7 in four years at Oregon.
