Council Meeting
The Florence City Council will continue its public hearing tonight on proposed amendments to the city’s Flood Damage Prevention code under Ordinance No. 9. The changes would update Title 4, Chapter 4 to comply with FEMA’s National Flood Insurance Program and pre-implementation compliance measures tied to the Endangered Species Act. At the core of the proposal is a requirement that development within designated flood hazard areas not diminish the natural capacity of the floodplain. That includes prohibiting any overall increase in fill material, limiting the expansion of hard, impervious surfaces, and preventing an overall reduction in tree coverage in those zones. Following testimony and deliberation, councilors could move forward with approval, keep the public hearing open and revisit it later, or delay a decision altogether. According to city staff, passage would keep Florence aligned with FEMA standards, although future adjustments may still be necessary depending on the outcome of federal environmental review and related court challenges.
