NEWPORT, Ore. (AP) – The Coast Guard plans is responding to a sheen in the water near the wreck of a fishing boat on the central Oregon coast. A helicopter crew spotted a 50-by-100-foot sheen along the ocean side of the jetty at Newport late yesterday afternoon. The 48-foot vessel crashed into the north jetty at the mouth of Yaquina Bay Sunday night. Officials say the sheen is quickly dispersing and the spill would not be recoverable.

PORTLAND, Ore. (AP) – Gov. John Kitzhaber is proposing medical malpractice reforms that include pretrial mediation. The Oregonian reports the governor has released recommendations that he calls a framework for discussions by a committee he’s appointed.

PORTLAND, Ore. (AP) – A Portland State University graduate student expelled after allegedly threatening violence against a faculty member wants to return to the university. Henry Liu has filed for an administrative review of his expulsion. A hearing is set for Aug. 3. The university banned Liu from campus this spring after a classmate reported to police that the graduate student was upset with a professor and talked about guns in the same conversation.

UNDATED (AP) __Officials have scrapped plans to launch a drone aircraft to take photos of salmon-munching seabirds nesting on the Oregon coast. The FAA has told state Fish and Wildlife officials they need a permit to fly even a tiny unmanned aircraft over the offshore rocks near Pacific City that are home to nesting cormorants.
