SALEM, Ore. (AP) – A key Oregon legislator is calling for a new tax to pay for a major investment in mental health treatment, saying recent mass shootings in the nation had made it “game-change time.” Senate President Peter Courtney proposed a dedicated tax or fee to raise $331 million during the next two-year budget period to fully fund community mental-health services. Courtney said he’s tired of hearing politicians, activists and the media talk about curbing gun violence without serious efforts to improve it. Details still need to be worked out, he said, but a tax on beer and wine could be a component.

CLACKAMAS, Ore. (AP) – Firefighters say sprinklers contained an accidental fire last night in a Clackamas apartment building. The flames were out when firefighters arrived, but there was heavy smoke. All the occupants got out safely. The Red Cross is helping residents of three apartments that are uninhabitable.

PORTLAND, Ore. (AP) – River Patrol deputies with the Multnomah County sheriff’s office have recovered the body of a man found floating at a northwest Portland marina. Lt. Steve Alexander said the harbormaster was able to hold the body against a dock at Rocky Pointe Marina on yesterday until deputies arrived.

MILTON-FREEWATER, Ore. (AP) – A man described as a person of interest in the home-invasion assault that left an Eastern Oregon woman critically injured has been arrested on an unrelated charge in Montana. Umatilla County Sheriff Terry Rowan said yesterday that 31-year-old Dallas Smith was arrested in a vehicle that had been reported stolen from Milton-Freewater. A 19-year-old woman with Smith was also arrested. Rowan says there is not enough evidence to tie Smith to the Jan. 30 attack on 79-year-old Joyce Key.
