SALEM, Ore. (AP) – Gov. John Kitzhaber will sign a bill today allowing young illegal immigrants to pay resident tuition at the state’s seven public universities. The measure passed the Legislature last month after failing twice in the past decade. Proponents say young people shouldn’t be priced out of college because their parents chose to immigrate illegally. Critics say the state shouldn’t be subsidizing a college education for people who violated immigration laws.

SALEM, Ore. (AP) – The Oregon Senate has voted to make it illegal for schools to isolate misbehaving children in so-called “seclusion cells.” It’s unclear how many Oregon schools have seclusion cells. Schools would still be able to use larger rooms that serve similar purposes, such as time-out rooms.

GRANTS PASS, Ore. (AP) – The U.S. Army Corps of Engineers is halfway through studies of the threat posed by a major offshore earthquake to its 20 dams in Oregon and southern Washington. Dam safety officials say the agency doesn’t expect any of the dams to fail to the point of losing their reservoirs, but there could be some damage.

PORTLAND, Ore. (AP) – A state study of personal income reflects the long-term decline in logging and milling in Oregon. The Oregonian reports the study shows rural Oregonians earn, on average, about 25 percent less than their city counterparts. It also shows that rural incomes in Oregon have slid markedly in recent decades when compared to rural areas nationwide.
