PORTLAND, Ore. (AP) – The Portland school board has unanimously declared a state of emergency, a move that allows the schools superintendent to spend money on preparations for a strike, including hiring replacement teachers. The Oregonian reports that teachers union members have voted overwhelmingly to authorize a walkout on Feb. 20 if no agreement is reached before then. The two sides plan to meet today without a state mediator.

GRANTS PASS, Ore. (AP) – Two injured backcountry skiers from Washington state who survived a deadly avalanche in northeastern Oregon’s Wallowa Mountains are being towed on rescue sleds to a nearby town where a National Guard helicopter can pick them up. Baker County Undersheriff Warren Thompson said late yesterday afternoon that rescuers were able to get the man and woman who both suffered broken legs off a steep slope where they’d spent the night.

HOOD RIVER, Ore. (AP) – Oregon State Police say a landslide has blocked both eastbound lanes and one westbound lane of Interstate 84 west of Hood River in the Columbia River Gorge. The slide happened last night near mile post 61. The Oregon Transportation Department had no immediate estimate on when the eastbound lanes would be cleared.

SALEM, Ore. (AP) – A pair of bills that would have banned the sale of so-called electronic cigarettes to minors won’t advance in this legislative session. A state House committee decided yesterday there wasn’t enough time during the short February session to give adequate consideration to the matter.
