SALEM, Ore. (AP) – Gov. John Kitzhaber is expressing pessimism about the ability for Cover Oregon to get its website fully functioning before the March 31 deadline for people to sign up for insurance under the federal health care law. Kitzhaber says the state must do everything possible to ensure people can sign up through backup enrollment procedures.

PORTLAND, Ore. (AP) – The Portland School Board has approved a new contract with the city’s teachers after 10 months of negotiations that brought Oregon’s largest school district close to a strike. The Oregonian reports the board voted 7-0 yesterday to OK the three-year agreement. Members of the teachers union gave their approval last week.

CANBY, Ore. (AP) – The Clackamas County Fair Board has closed the historic livestock barn at the county event center until further notice because of public safety concerns. It seems that weather and age have taken a toll on the barn, built in 1924. A county spokesman says the barn was closed as a precaution during the recent snowstorm and subsequent inspections raised questions about the barn’s condition. The fair board is making other arrangements for events scheduled at the barn.

PORTLAND, Ore. (AP) – An Oregon state wildlife biologist says the two bald eagles that found themselves tangled together for several hours in a Portland tree appeared to be males involved in a clash over territory. KGW-TV reports the eagles managed to pull their tangled talons apart yesterday afternoon and fly away just as officials arrived to help.
