PORTLAND, Ore. (AP) – A Portland police officer has told a citizen oversight panel that a case in which officers handcuffed a 9-year-old girl shows an area where the police department has “a gap in policy.” Capt. Dave Famous says the department has set up a work group to examine its juvenile custody directives. He told the panel he’ll update it next month on the work group’s progress.

SALEM, Ore. (AP) – The Oregon Health Authority’s acting director will lead Oregon’s effort to transition some functions of its health insurance exchange to the federal government. Suzanne Hoffman, the health authority’s chief operating officer, will become acting director. She’ll be responsible for coordinating efforts among various state and federal agencies to ensure the state is ready for the next enrollment period that begins Nov. 15.

CRATER LAKE, Ore. (AP) – Authorities say a snowshoer may have fallen more than 1,000 feet over the edge of Crater Lake. National Park officials say the man was last seen April 28 and was reported missing two days later. Rangers discovered snowshoe tracks leading from a trail onto an overhang called a “snow cornice (KOR’-nis)” that had collapsed.

NORTH PLAINS, Ore. (AP) – Firefighters worked with volunteers from the Portland Audubon Society to rescue a trapped falcon at an Oregon concrete company on Wednesday. The female American Kestrel was tangled in netting used to hold insulation in place on a roof in North Plains, Oregon. The American Kestrel is North America’s smallest falcon.
